India vs Sri Lanka: Why was there no Super Over in first ODI despite the tie?

The first ODI between India and Sri Lanka played at the R. Premadasa Stadium in Colombo ended in a tie after both teams scored 230. India played their 10th tie match, the second most in ODI after West Indies. Windies have played 11 ties. As per the ICC rules, if any T20I game ends as a tie in any tournament or even bilateral series, there is a provision for Super Over. However, this is not the case in ODI, unless it is the tournament's knockout game.
