Samagra Shiksha scheme (SSA) fund delay punishes role-model States

Over the past year, the Centre has withheld the SSA funds to at least five Opposition-ruled States — Tamil Nadu, Kerala, Punjab, West Bengal, and Delhi. Comparing 22 major States on 20 objectives of the SSA, Kerala is in the top half (best 11 States) on all objectives, even leading in many. Tamil Nadu is in the top half of 19, Delhi of 18 objectives, and West Bengal of 15 objectives. Punjab features in the top half for 12 of the objectives.
